What computer software does Bethesda use to create The Elder Scrolls Oblivion?

I would like to know if there is video game software out there that the everyday person can buy and can use to create a game similar to The Elder Scrolls Oblivion and Morrowind. Thanks

    Well, XNA game studio is the programming language used to make XBOX 360 games, so I would check that out if I were you. You can download it at the official microsoft site. In order to run it you need visual studio which you can download too. Hope this helped!

    EDIT: You could use the elder scrolls construction set but that is to make mods and houses and new armors for the game. If you like that google it.
