In there, you will find a program called "Source SDK". Open that up, and once you have it set up, (make sure that you have the correct game selected at the bottom of the screen), click on "Hammer". This is the map editor that you can use. It's free if you own half life 2, half life 2 deathmatch, or any source-powered game (source is the engine that half-life 2: deathmatch uses).
