Having played both, but owning DoW2 and having played the other at an internet cafe, I can give you the clear differance between the two.
DoW2 focuses strongly on tactics. You are only ever given about 4 squads to control during the campaign, where as in Red Alert 3 you have the option of building more.
I would say if you like the idea of armies, Red Alert 3. If you like smaller squads that are customisable; DoW2.
