Can I play Elder Scrolls IV: Shivering Isles without Xbox Live?

I have Elder Scrolls IV: Oblivion, but I really wanna try the Shivering Isles. I want to buy the separate Shivering Isles CD. So I don’t have to buy it on Xbox Live. But I was wondering do I need Xbox Live to play it?
Also do I need a hard drive to play it?

    You can just get an Xbox live Silver account(its free) and download it and save some time. No you dont need LIVE to play it though. It is definitely worth getting.

    if u want to save the game, u will need the HDD.

    You shouldn’t have too, I bought the Game of the year addition that came with Shiver isles and nights of the nine and I was able to install it while being offline, unable to connect to the internet.

    I’ve installed the shivering isles and knights of the nine from the Game Of The Year edition disk I received with the game numerous times but it never loads the content in the game. Why is that? Scritping error or does my 360 just hate me?
